England Golf World Handicapping System Transition Process As we approach November, steps will be taken to start the transition process from the present system to the new World Handicap System. Whilst most of these steps do not require any action on your part, we feel that it is important that you are aware of all the stages. Stage 1: England Golf Platform – Course Data Upload (17 July – 11 September). All courses should have by now uploaded their course data to the WHS Platform. This has been done at The Chase. Stage 2: England Golf Platform – CDH Platform (14 – 16 September). During this window, we will be doing our first round of handicap transitions. This will be done using existing CDH data and will give us the opportunity to test the process using real scoring/course data. Stage 3: England Golf Platform – CDH Platform (5 October) This will be the start of our dual-phase where we will be running the CONGU system and new WHS simultaneously. Stage 4: England Golf Platform (Late October) From late October, the club platform will be fully operational. Golfers will be able to view their predicted handicap index on the England Golf website. Stage 5: World Handicap System Go Live (23 November) At 8pm on Sunday, 1 November the current CDH will stop accepting scores in preparation for the launch. On the morning of Monday 2 November, the World Handicap System will be launched in England. What does the handicap transition look like? The transition from a CONGU handicap to a WHS handicap index will be calculated using the new WHS process described below. We will be using the scores within a player’s record dating back to January 2018. We will have three groups of players: * Group A – More than 20 scores * Group B – Between three and 19 scores * Group C – Less than three scores Group A and B will have all the scores in their CONGU record transferred and reformatted for WHS.
For each score within the record, the transition will identify the course/tee used based on the SSS and the Course Data entered by clubs. Then it will check for a Course and Slope Rating > Should the tee not be clearly identifiable then the Course Rating will be equal to SSS and the slope will be allocated at 125.
The CONGU Adjusted Gross Score or Stableford/Par equivalent will be used. > The Playing Conditions Calculation will use SSS minus CSS to give the equivalent value. > Course and Slope rating used will be identified as above.
Score Differential Calculation (113/Slope Rating) x (Adj. Gross Score – Course Rating + (SSS - CSS)) * This will happen for all scores within the record * The handicap index will then be calculated either using: > The best eight from the last 20 scores (Group A) > The initial allocation table (5.2a in the Rules of Handicapping)
For players with less than three scores since January 2018 (Group C), * A handicap index will be allocated based on the Current CONGU handicap. > Handicap Committees should then review the allocated index to see if this reflects the player’s ability. > After they have returned three scores the usual WHS process will apply.
